The U.S. housing and rental market has experienced dramatic price increases over the last decade, with Colorado seeing some of the largest increases in the country. Colorado’s Affordable Housing Industry has seen a rush of new funding sources, and an increasing number of employment opportunities as the industry has grown. 

 

The FHLBank Topeka Affordable Housing Institute program is an interdisciplinary program to train and equip professionals to enter the Affordable Housing industry. Through the program, students will learn various aspects of the industry.

About the Program

Career-Focused Areas of Study

Courses offered through the FHLBank Topeka Affordable Housing Institute provide practical, real-world knowledge, equipping students to transition seamlessly into careers in the field.

Affordable Housing Finance covers the broad range of tools used to fund affordable housing development 

Property Management covers multiple areas required to manage an affordable residential property, including compliance, financial and physical stewardship of properties 

Resident Services covers an introduction to Social Work, community engagement, as well as a broad range of electives to choose from

Take the Intro into Affordable Housing Course

In this introductory course, students will be exposed to a high-level overview of affordable housing principles and practices, including the many possible careers in the housing industry.

Affordable Housing Management Certificate

The Affordable Housing Management Certificate in the College of Business at Metropolitan State University of Denver delivers the knowledge and skills required to ensure students are prepared to work with and manage both social and real estate aspects of affordable housing units.

Social Work

The social work component of this certificate introduces the student of social work and other aligned health, human, and social services to the required knowledge and skills in the property management field. For the student in the property management or real estate field, the social work component is designed to give the student the professional knowledge and skills to work more effectively with social workers to better serve residents in affordable housing programs.

Real Estate

The real estate portion of this certificate introduces the student of social work and other aligned health, human, and social services to the principles of real estate investment management and residential property management. In particular, students will apply these principles to the affordable housing industry. The courses in real estate provide students of social work the knowledge and skills to work more effectively with real estate investors and residential property managers in affordable housing programs.

We now offer two different non-credit course options

Non-Credit Housing Funding for Public Agencies

Is your staff ready to undertake the complicated task of housing funding? Can they be trained quickly, while gaining a deeper understanding of the broader ecosystem of affordable housing finance? Through MSU Denver’s Housing Funding for Public Agencies course, your staff will dive deep into the affordable housing funding ecosystem, learning to align funding with agency goals, evaluate and underwrite projects, evaluate cash flow, identify the different funding perspectives of different funding sources, gain a deeper understanding of Low Income Housing Tax Credits (LIHTC), and more.

Many funding agencies can benefit from knowing more about affordable housing finance issues and solutions like state, county and local governments, quasi-governmental agencies, community-focused banking institutions, and Community Development Financial Institutions (CDFIs).

Introduction to Affordable Housing Finance

The MSU Denver Introduction to Affordable Housing Finance course offers a simple and accessible overview of affordable housing funding. It introduces you to the unique opportunities and challenges, financing tools, and underwriting processes and tools associated with affordable housing. This course is ideal for industry professionals, as well as students with a basic understanding of affordable housing principles.

About the Director

Andy Proctor, Director of the FHLB Topeka Affordable Housing Institute at MSU Denver

Director of the FHLB Topeka Affordable Housing Institute

Andy Proctor is the Director of MSU Denver’s FHLBank Topeka Affordable Housing Institute. He brings with him over 27 years of experience in affordable housing finance, development and project management. He has worked with both government agencies, for-profit and not-for-profit organizations, and is principal at his consulting firm, Proctor Housing, LLC, which works with organizations throughout Colorado on subjects ranging from affordable housing policy, financial packaging, and project management.

Andy’s positions have included managerial roles as the Housing Development Program Manager for the Colorado Division of Housing, and Manager of the City of Boulder’s Housing Division. Other positions have included working as an Underwriter for Low Income Housing Tax Credits for Enterprise Community Investments. Andy served as Mayor Pro-tem for the City of Lafayette, CO and is a Veteran of the U.S. Navy. Andy Proctor holds a B.A. in Geography from San Jose State University and an M.P.A. from the University of Colorado/Denver.
